The ability to make a Facebook Cover has not disappeared
from Photoshop Elements 2019.
You can now make a Facebook Cover in the new Photo Collage
interface.
This is very intuitive and it is simple to add, remove or
replace photos. It is also possible to use the graphic templates or a photo
(Advanced Mode) giving hundreds of possibilities to change the background.
I’ve uploaded a YouTube video to demonstrate how this new
feature works in PSE 2019.
