In practice the cache should store up to 100 recent files
and we would normally expect the 20 newest files to show in the list with the
oldest files automatically dropping out of the cache.
In some versions of PSE15 this does not appear to be
working but it is possible to manually clear the pref settings by navigating to
the Editor folder and deleting the file named MachinePrefs - see image below.

Start by quitting Elements.
AppData is often a hidden system folder but you can get
to it quickly by launching the Run dialog – hold down the Windows key and press
R
Type: %appdata% and click OK
That will take you directly to AppData >> Roaming. From
there you can double-click on the Adobe folder and follow the path to the
Editor folder. Open the Editor folder to find MachinePrefs
After deleting MachinePrefs re-launch the Elements
Editor. When you click File >> Open you will see that Open Recently
Edited File is grayed out but as you work on new files and save them, the list
will start to be populated afresh.

Quit Elements
Launch Finder
Navigate to your user Library – hold down the Optn key
whilst clicking “Go” on the top menu and you can choose Library. Then find:
Library/Preferences/Adobe Photoshop Elements 15 Paths
Library/Preferences/Adobe Photoshop Elements 15 Settings
Highlight the two pref files – see image below and
right-click (control-click) and choose Move to Trash.
Click image to Zoom
Re-launch the Elements Editor.
N.B. Apple hides the user library by default but holding
the Optn (Alt) key makes it appear for selection under the Go menu.
